Most universities have suspended their research into AI, citing privacy fears as creating an unhelpful climate for scientific research. One science publication announces a new Winter of AI.

The collective DSPBs announce new rules for usage of personal data, which are so strict that few newcomers can comply with them. Among others they require a thoroughly reviewed security infrastructure, a separate privacy compliance department and on average at least five years of privacy awareness among all employees working with personal data. Further, a bond must be posted with the local DSPB to compensate for any privacy violations that may occur.
